What a phone-and-tablet combo actually is
Lifeline provides one monthly discount per qualifying household, applied to a single line of wireless or internet service. A "combo" offer is a promotional bundle that a specific participating carrier chooses to run — pairing a phone with a data-only tablet under that same household benefit — rather than a standard, universal feature of the Lifeline program itself. Because it's carrier-specific and promotional, availability changes often and isn't guaranteed in every state or ZIP code.
Why combo offers are less common than single-device offers
Bundling two devices costs a participating carrier more than offering one, so combo promotions tend to appear during specific enrollment pushes or in regions where a carrier is trying to grow its customer base quickly. If you don't see a combo option during application, that generally reflects current carrier promotions in your area rather than anything about your own eligibility.
How eligibility works
Eligibility for a combo offer is identical to standard Lifeline eligibility — there's no separate qualification tier. You qualify by:
- Income: household income at or below 135% of the Federal Poverty Guidelines
- Program participation: active enrollment in SNAP, Medicaid, SSI, Federal Public Housing Assistance, or Veterans/Survivors Pension

- Government-issued photo ID for the applicant
- Proof of eligibility — a benefit award letter (program-based) or recent pay stubs/tax return (income-based)
- Proof of address, only if it doesn't match your photo ID
